Whether patient and other biohazard samples can be collected, stored and transported safely from their source to the laboratory for medical diagnostic purposes, clinical trials or research is a difficult question. Biological specimens fall under hazardous materials regulations because they may contain pathogens. Their transportation is strictly controlled and compliance with transportation regulations is a legal and mandatory requirement. This ensures that all such packages and their contents arrive at their destination in good condition without endangering the environment or anyone who comes into contact with them during their journey.
Samples of human or animal blood, tissue, excreta, secretions, etc. (those not assigned to Category A are infectious substances) are considered Class B biological substances. These are classified as UN3373 and they must be transported in accordance with Dangerous Goods IATA Packaging Instruction 650 (air) or ADR (road). The transport of any material considered to be of any hazardous nature must only be carried out in a manner consistent with hazardous goods regulations. This includes any material from humans or animals that may contain pathogenic organisms.
There are two main categories of infectious agents:
Category A
Infectious specimens in transport, when exposed in some form, can cause permanent disability, life-threatening and fatal disease in otherwise healthy people or animals.
Infectious substances that can cause major disasters to humans or humans and animals must be classified as UN2814, and infectious substances that only cause disease in animals must be classified as UN2900.
Class A infectious substances are considered high-consequence hazards. Transportation of these substances must only be carried out by adequately trained and certified handlers. Please see the IATA or ICAO websites for more information.
Category B
Infectious substances that do not meet the criteria for Category A listing. Category B infectious substances must be assigned to UN3373 – Biological substances, Category B.
